Could this be a greek spur-thighed tortoise? It was brought in today as a Hermanns tortoise, but it has features that to me looks like a spur-thigh

The short answer: It depends on the subspecies.
Generally speaking keeping conditions are very similar and most thrive well. With a few notable exceptions.

Testudo graeca
(because: Spurs on thighs, no spur on tail, wishy-washy plastron, highly contrasted head, huge scales on the front legs, the relation of breadth to length of the vertebral scutes on the carapace seems to be >1 (broader than long), difficult to tell from photo, also very possibly maybe "foamy/spongy" kind of thickening of the caudal plastron scutes)
